Boy oh boy we are a far cry from the simple ditties by Xex. Or even Devo. It’s a different world, these mid 80s. Ex-Skinny Puppy Bill Leeb recorded his industrial ideas and sent them out into the world on 50 cassettes and, like the Daniel Johnston tapes, they became a thing of their own. 
The voice over pastiche against the backdrop of pulsating synthetic sounds is very effective. Harrowing, even. 
Often it sounds, to me, like children of Joy Division have too much access to recording technology. But I’ll hand it to them: this is more like a demo/proof of concept and, in that case it sounds pretty terrific. 
The sheer length of this required me to take points off. If this was half the length the rating would be much much higher.
